This is the latest in the series of historical wargames that have you take a Panzer division through World War 2 in the single player campaign, or as any of the Axis or Allied powers in competitive and cooperative scenarios. Panzer Corps 2 dedicates more time and effort to looking good than nearly any other game like it, with models and skins to depict near any combination of camouflage and time period there was. It also does superbly with customization, letting you build your own style of play with wholly modular armies and unique general traits, then put them through their paces in branching scenarios. What it doesn’t do is innovate. Despite a few key improvements, this is the same kind of game that its predecessor was. Panzer Corps 2 is a game in a tradition that’s nearing 70 years old. It’s a classic hex-and-counter wargame. It has units, the units have stats, you take turns, the stats mash up against each other and somebody wins—or, well, okay, it’s more complex than that. It’s actually very complex. Panzer Corps 2 is a game that knows the difference between PzKpfw IV Ausf. But instead turn and move quickly in the opposite direction. This is not really your game, and unlike some other wargames—good games, I must stress—Panzer Corps 2 is not a simple ‘bigger number is better’ situation. It can suck the fun out of the game at times. Learning and remembering the difference between all of your tank units can be time-consuming, and it can tax the undo button to its limits. Which tank variant is the anti-infantry one, again? Which of these new tank destroyers should I upgrade my outdated unit to use? Will my bomber wing need anti-naval capability in this mission? It takes time. It can feel like a chore when what you’re really playing this game for is interesting, in-depth tactical situations. It’s also that same attention to history that gives the game life. It’s not clear that there was any need to reinvent the wheel on this genre. The fantasy of leading an army group is here in detail, from dealing with limited requisition of an upcoming model of tank to balancing your limited resources. You choose specific traits for your commander, like a focus on blitzkrieg tactics or a dedication to infantry maneuvers. I found the “Industry Connections” trait deeply entertaining: it gives you a limited supply of experimental equipment, letting you field test new tanks or guns before they’re generally available.

You then take that equipment, and your specialized commander, and put it all through some sixty World War 2 scenarios as the Axis powers, from the invasion of Poland on. There’s some ahistorical ones, too. Take Moscow. Land the Panzers on Long Island. Bomb Washington, DC. Maneuvering your troops in-mission is engaging and dynamic. You want to capture fixed objectives, and you do that best by maneuver warfare. Surrounding enemies to cut them off from supply is a key tool in your arsenal, but not the only one. I found that key elements of historical strategy—like encirclement—translated brilliantly into the game. I often found that while one objective was an easier target, or simpler to assault, I had conflicting priorities. I needed to divert more than once to capture a new airfield so my planes could keep up. Perhaps If I captured a rail depot, I could get reinforcements to the front more quickly. The game’s normal difficulty also has a superb undo button for mid-turn mistakes, and the scenarios are pretty friendly to being interrupted. That’s good because some of the longer scenarios are a slog that took me two or three hours to complete, and on harder difficulties a few mistakes can cost you all that work pretty easily. The infrastructure surrounding the missions is very barebones. Little more than a splash screen separates them. You’re lucky to get a vague one-sentence description of the operation you’ll be expected to carry out as you choose which of the next branches to go down. It’s a fun campaign, but it’s hard to plan when you can’t see the next mission map or check your army composition while you decide. Panzer Corps 2 is ultimately a fun, robust, and quite pretty wargame. It has a lot to recommend it, but it truly excels in no particular category. Despite all this work it still falls into the complexity-over-substance trap of so many wargames in the past 20 years. Those looking for a strong multiplayer experience are going to be at the whims of the community to elaborate on the handful of maps in the game. It’s dense with rules that can only be explained fully in a manual, though it works very hard at good tooltips, hotkeys, and an accessible user experience. It’s still ultimately unclear or underdeveloped in places that matter. It’s a genre that’s frozen in time, which I’ve seen some people criticize when it comes to this game, but I don’t mind a bit. There’s a reason the two games I just mentioned have innovated off the battlefield, with stuff like relationships, loot and death.

Because the fundamental nature of turn-based tactics is so old and proven (thousands of years and counting!) that you don’t really need to do much with it When it comes to the application of that in a Second World War setting, Panzer General built off classic tabletop wargames and almost perfected it, and then when it got too long in the tooth, Panzer Corps stepped in and repeated the feat. Now it’s Panzer Corps 2’s turn to bring that same formula into the 2020s, and for the most part it does a damn good job. In Panzer Corps 2’s campaign, the centerpiece of the game, you play a German General tasked with building an army then taking it through the entire Second World War, from Poland to France to North Africa to Russia and beyond. With each battle your units gain more experience and can be upgraded, and at points you’re given the chance to choose your campaign path, potentially leading to different battles and outcomes. That’s exactly what you did in both Panzer General and Panzer Corps, though, so one of the things helping set this newer game apart is its massive graphical overhaul. It’s now the most visually impressive game of its type on the PC, with full 3D units that zip around the map, turn their turrets and explode beautifully. which I really appreciate in games like this where all I’m doing 90 percent of the time is staring at the map. Another big change, at least as far as my hazy memories of the older games are concerned, is the degree to which units differ from each other. In Panzer Corps 2 there’s an insane variety of units, with tanks numbering in the dozens, and they all have very different stats. Some variations of the same tank might be good against infantry, others against armor, and this is both tough to keep track of and also super important. Send the wrong tank against the wrong enemy unit on the wrong terrain and it can be toast. But finding the right one, when at a glance they all look the same, takes a lot of study and trial-and-error (thankfully, at most difficulties Panzer Corps 2 has a very generous undo button). It can be immensely frustrating to flank your opponent with armor, dive into their unprotected infantry and find that the specific model of the Panzer III you’ve sent is useless for the task. Once you get your head around that, though, you’ll start to run into what makes this such a great game, and such an improvement in many ways over its predecessor. In a similar vein to Unity of Command, though not as dedicated in its pursuit of it, Panzer Corps 2 can sometimes feel more like a puzzle game than a strategy one, as you slide your very specific units around the map looking to block and exploit weaknesses in your opponent’s likewise specific frontline.

Only here it’s more of what I’m after in these kinds of experience. Unity of Command felt a little too much like a puzzle game, without any of the scale or freedom I love from WW2 tactics games (Order of Battle does this really well, for example), but Panzer Corps 2 gets the balance just right. There’s enough unit variety to really mess around with different strategies, but once the enemy is encountered it’s still a fun little challenge seeing which way to crack them. And then once you’ve cracked them, there’s the joy of finding open space behind them for the satisfaction of some flanking and encirclement. Not that Panzer Corps 2 reveals this for its first few hours. Your early advances through Poland and France are a little pedestrian, easy battles over small maps as you learn the ropes against weaker opposition. Once you hit North Africa and Russia, though, the game really starts to shine. These mid-war campaigns, along with battles in Italy, are almost perfectly balanced and were an absolute blast to slice my way through. Sadly the campaign peaks too soon. Panzer Corps 2’s campaign has been designed to simply get harder the deeper you go, regardless of the supposed quality or state of your opposition, and the game gives up on trying to defeat you with strategy and simply hides loads of powerful units to rush you at your most exposed moments.

This makes completing the latter maps more a matter of learning the AI’s scripting than reacting to more organic strategies, which is a damn shame, since the final missions of a game like this—which like its predecessor involve pretty major historical what-ifs—were usually the most fun. Here, though, they’re mostly some bullshit. There’s only a few of them though, so it didn’t sour the entire experience for me. The branching nature of the campaign means a replay can get you a surprisingly huge number of all-new maps to play each time, and there are one-off scenarios you can play too along with an editor, so being let down by a few missions isn’t a deal-breaker in the grand scheme of things. Easy to play and at the same time extremely deep, its fine-tuned turn-based gameplay style means that it’s the quality of your decisions, not the speed of clicking, which will determine the outcome of your battles. Don’t outpace your enemies, outsmart them! In-depth gameplay mechanics model unit movement, combat, spotting, encirclements, weather, capturing enemy equipment and much more. Panzer Corps 2 is all about content. You can play for every major power in the European theatre of the Second World War, and unleash over a whopping 1000 unique different units on your enemies!
