It is definitely 90% line puzzles (and 10% beautiful scenery), but the mechanics introduced throughout the game interlock and mesh in increasingly brilliant ways. The Witness is well worth your time. It’s got quite a lot more going on than it first appears to on the surface. The game is about learning how to observe the world around you and builds on a series of “ah ha!” moments that I don’t think any other game (except maybe Outer Wilds) has come close to replicating.
