Europa Universalis IV is a stage for all sorts of savage political and war-time drama. Once upon a time the franchise was the providence of grognards, history aficionados, and lovers of strategy board games, but times have changed. Everybody and their mum seems to love Game of Thrones — which, with its wars, politics, and intrigue is not so far removed from Europa Universalis — and Paradox has done the unthinkable by making this fourth iteration user-friendly, opening the doors to the grubby masses. It remains daunting, impossibly huge, and unapologetically complex, but it might very well be one of the most scintillating and rewarding strategy games I’ve plonked myself down to play from sunrise to sunset. I only say “might” because if I said it definitely was, you’d probably just bugger off and play it instead of sitting patiently for me to confirm this at the very end of the review like the terrible tease that I am.

The game includes a complex system for religion and culture that allows players to manage their country’s religious and cultural identity, including converting provinces and dealing with religious conflicts.

I’m just going to say it, and I think that Europa Universalis IV is one of the best strategy games that I have played ‘out of the box’. It may sound a bit silly after you have read my biases and experiences, but I honestly think that it trumps games like Civilization V, Age of Empires Online, Shogun 2 Total War, and other titles when it comes to fun. I am not comparing the game to any of these titles, because Europa Universalis IV is the flagship of a completely unique strategy genre. I am not just ‘fanboying’ and following Paradox Interactive unquestionably. I believe this game to be one of their most stable releases. I also believe it is the ‘easiest’ of their games to learn, but it is only easy on the surface. Paradox Interactive’s Development Studio has not sacrificed complexity for the sake of simplicity. In Europa Universalis 3, you had many menus and tool tips that were scattered and unorganized. It was very difficult to find information that you wanted, and if you were new to the game, you would be frustrated and would probably quit the game within a few hours. Players can choose any nation from over 500 available at the start of the game and build their own empire, managing diplomacy, economy, and military.

Whenever you hover a mouse over something, the game tells you the relevant statistics about that element 9 times out of 10. This makes the game easier to navigate, but new players and old players like myself are still learning things about the game. I have never stopped learning things in a Paradox Interactive game, pricipally due to how complex the game is. This confidant is the game’s interface, which is representative of how far the studio has come from even newer titles like Crusader Kings II. All of the information you need is presented cleanly, elegantly, and with (mostly) idiot-proof tooltips. The star of the show is a new, context-sensitive hint system which can explain to you in plain, “I don’t play these games very often” English why your army upkeep is currently costing 10 bajillion gold more than it should, and why something called “Bogomilist Heretics” are a few battles away from taking over your government. All of the menus you need to get to are easy to find—and easy to decode. Every action you need to take has a big, clearly-labeled button. Important information is shown in large, color-coded boxes and pop-ups that can easily be interpreted at a glance: Green is fine, yellow means you might want to take a look at it, and red means you failed your people, and should feel bad.

The interface isn’t the only thing that’s cleaner, more aesthetically-pleasing, and easier to read. Europa IV’s world map is rendered with vibrant detail, complete with changing seasons, animated trade routes, and detailed military unit models. It’s the studio’s first game that looks and feels truly modern, and the visuals are impressive enough that I found myself mostly playing in the raw terrain view, rather than with one of the game’s informational overlays permanently toggled on. What makes Europa Universalis IV special, in a way that most sandbox-style strategy games fail, is that it’s unusually free of annoyances and contradictions that get in the way of enjoying alternate histories. My colonial wars with Russia comprise a perfectly normal set of events in EU4, which lets you take control of any nation on the map, as drawn in the age of the Renaissance and Enlightenment (from 1444 to 1820). From rising empires like France and Russia on one hand, to the Creek in North America, or Ming China, or the merchant republic of Venice, the wide selection provides a solid amount of variety. And because there aren’t any victory conditions apart from a nebulous point system at the end of a game, EU4 is all about self-defined goals within historical settings. It’s mostly liberating, if occasionally lacking in validation when it won’t acknowledge my total domination with a “You Win!” screen. This is all done at a real-time pace, but it’s much less StarCraft than it is Civilization – you’ll be slowing, pausing, and accelerating time while making grand strategic decisions about what provinces to target, or where building trade will be most efficient, instead of the tactical choices of most RTS games. The real-time aspect isn’t entirely necessary, but Paradox has been using the system for nearly 15 years now, and it works well enough. What separates Europa Universalis from most other strategy games is its intense focus on being historical (for example, you can only play on the real-world map). You wouldn’t ever expect a game of Civilization to have a historical outcome—its scope is far too broad—but EU4 makes accurate outcomes seem plausible. Could Russia have, perhaps, focused more on western expansion and less on European conquest, as in my game, and would that have led them to more completely colonize the west coast of North America? Those mild initial divergences from history, with major later effects – my world wars against Spain – are the sort of interesting alternate histories that define Europa Universalis.

What makes Europa Universalis IV particularly interesting is how it tries to build plausible alternate histories. Previous games in the series tended to encourage us to follow reality via event systems that ended up making it feel like history was on rails. Events such as civil wars and revolutions still exist in Europa Universalis IV, but they’re largely randomized instead of pre-programmed. Maps and menus are damn sexy, right? If your response to that was “God, no” then you’re looking at the wrong ones. The map and menus of Europa Universalis are windows into the stories of nations, and ones that you won’t have to spend hours wrestling with to comprehend. Fluctuating borders, gigantic mountain ranges, continents changing with the seasons — the world has never looked so alive in a grand strategy title. It’s so good looking, in fact, that I spend most of my time playing in the regular terrain mode, not wanting the various trade, political, and religious overlays to spoil the gorgeous vista. I pause the game and switch when I need more information, but I quickly go back to ogling the Alps or admiring the way the leaves turn orange during Autumn.
